Initially, our firm coordinates with the jurisdiction’s Debris Manager to identify the specific damage assessment services requested. Following this, the appropriate staff with the proper service acumen is mobilized.
A key element of the Damage Assessment process is determining the potential quantities of debris that may be generated. BDR has found that rather than relying upon a single approach, a combination of debris estimating methodologies produces a more accurate estimate. Our experienced professionals perform both a computer model-driven and an in-the-field evaluation of the amount of debris requiring removal.
The debris estimating methodologies used by BDR in the scope of Damage Assessment include:
- U.S. Army Corp of Engineers Debris Estimating Model, which is widely used and takes into account factors such as hurricane category, population base and the amount of vegetative cover.
- Drive-By Parcel Survey to estimate the average quantity of debris per parcel. The debris per parcel figure is then multiplied by the total number of parcels (residential, commercial, or both) in the applicable jurisdiction.
- Flyover to determine if the debris field is isolated in certain areas or widespread across the entire jurisdiction.
- Personal estimates by BDR and debris contractors who are highly experienced in disaster recovery efforts.
Each of these approaches will be considered in developing a total estimated debris volume in a jurisdiction.
